Fallout 3 - Game of the Year Edition

Fallout is TOO FAST!
As the title says. Game is fast as hell, faster animations, faster timescale. Just like everything in the game was on high speed. Nothing seems to work. I need serious help with this.

When I posted on steam I expected a resolution on steam, not making account on beth's forum. But thanks anyway. I hope I find an answer there

Do you have mods installed and did you modify the FALLOUT.INI file?

OK, look. My game is like 2x, 3x more faster. Animations are too fast, they just move too fast. Timescale is too fast, 2 seconds and like 1 minute had passed. Whole game was speeded up, and decreasing FPS doesn't help (well it does but not enough).
No, I do not have any mods. Not even one.
Whole Fallout took speed of Usain Bolt! Walking, running, expept dialogue. Dialogue is same speed as always was.

Nuke all 3 of the files in
C:\users\yourname\Documents\My Games\Fallout3\
(FALLOUT.ini, renderinfo.txt, falloutprefs.ini
restart

can also try updating video drivers

Drivers seem to be up-to-date. Deleting all my ini didn't helped. Still stuck

Only time I ever heard this problem is if a person manually messed with ifpsclamp in the fallout.ini. Did you edit fallout_default.ini ever?
In your nvidia driver control panel, do you have some goofy global or fallout 3 specific setting that forces vsync on or something else?
Do you happen to have a 120hz refresh monitor?

No I did not edited ini, pretty much never messed with that stuff.
120hz monitor? NEIN!
FO3 is all Global
