Does Luck factor into VATS accuracy?
So per the course of my Fallout playthroughs, my character has average stats around the board, maybe even a fatal flaw, but there's always something they have in common: their Luck is insanes, 9s and 10s per usual.

So after being AWOL from this game for some time, I began playing this and New Vegas, and I noticed that I've been getting some crazy shots that would almost never hit in games like XCOM. I'm talking 35% and 25% shots, maybe worse.

Somehow, he hits 90% of his shots.

That gives me a question: either I'm lucky in real life, or does Luck have a factor in combat aside from crits?

Luck affects your crit chance (which isn't shown anywhere in the game) and it modifies all stats (up to +5 with 9 or 10 luck). It doesn't affect your chance to hit outside of that though. So if you're seeing 25% to hit in VATs, then your chance to hit is 25%. There's no hidden mechanic that makes it to where you're getting an increased chance to hit without the game showing you.
