Report a translation problem
someone with more exp than me may come along and see something obviously wrong there, but i don't know. the guy who wrote the book on fo3 and how to fix it already had a look at it and he didn't say anything was obvious.
i've had no problems with mods on this game as long as i follow the old rule. add one thing at a time and then test.
is that how you did it?
You have some big mods there so a merged patch can help with some potential problems.

After changing certain settings i noticed a major FPS boost and a lot more stability.

To ensure it's not a save game problem start a new game and play for 1-2 hours without stopping.

I'm surprised it didn't help to disable it but it was a pretty good guess. Same possible issue with your fog remover....
I never heard of that view distance reducer either.
