Enemies are so hard why's that?
it takes so many ammo to kill 1 enemy and I'm trying to shoot to the head and I'm wasting like alot of ammo that way any tips ? ;s

Depending on what type of weapon you use the most, the next couple of times that you level up you should increase solely the skill that boosts the weapons you use commonly. Some examples:
1) If you use weapons like the Assault Rifle and 10mm Submachine Gun often then you should raise your Small Guns skill.
2) If you use weapons like the Baseball Bat and the Rolling Pin then you should raise your Melee Weapons skill.
3) If you use weapons like the Flamer and the Minigun then you should raise your Big Guns skill.
You get the idea. If this fails then the only other thing I could think of is raising the skill's S.P.E.C.I.A.L. attribute or lowering the difficulty.

A lot depends on what level you are, what your weapon specialty is, (as in the above post), what kind of mobs you're fighting and if you're using VATS.

Usually you need about 75-80% to get a guaranteed hit using VATS. If the mob (creature or humanoid) is armored, it's going to take more than one shot to kill them. Pistols will definitely take more than one. Best weapon for close up VATS damage, other than the big guns, is the combat shotgun. This isn't considering the named guns, just the generic ones. But a shotgun blast to the head (or the stinger for radscorpions) will kill most anything but a deathclaw. Might need two for a super mutant.

Don't waste expensive ammo on wild dogs or molerats. a couple of 10mm pistol shots is fine for them.
I use the sniper rifle whenever possible on humans and ghouls. You can kill them from quite a distance, especially if you're stealthed. Use zoom targeting, not VATS for the sniper rifle.

But if they get close, switch to the shotgun and blast their heads off.
Make sure you hotkey your stims and your 4 weapon choices.

I hotkey my sniper rifle, combat shotgun, 10mm pistol (for weak enemies) and a melee weapon, usually the sledgehammer or Chinese officer's sword. Also hotkey your armor. You'll need a radiation suit occasionally so keep that hotkeyed as well.

Now this is in the early part of the game before you get the really powerful weapons.
But once you get those, you won't have the problems you're talking about.

One other thing. I like to move in stealth mode when I'm out in the open and keep to cover as much as possible. The advantage is that when an enemy is near, it will alert you to be cautious.
And watch your hud for red bars depicting close enemies.
When I get the caution warning..I switch to my sniper rifle and then use the scope to zoom around the area hoping to see the enemy before he sees me.

And if you're outnumbered..run like the wind till you can get behind cover and get ready to toss a couple of grenades.

And most importantly..save, save, save...it's too easy to die in a random encounter.
