Enjoy
- Uninstall Fallout 3 and delete everything (except saves if you want) in the Fallout 3 folder located usually in Doc, MyGames.
- Reinstall etc (try to see if this works?)
- Set Fallout 3.exe (not fallout launcher) to windows 7 compatibility mode
- Edit the ini file as stated in the guide mentioned above
- Then I installed the unofficial patch found on the Nexus site
- Ensure your drivers are all up to date and verify files (if on steam)
That is basically what I did to get it to work so it might be a solution for some, it might not for others. Hope it does help you though!
Btw I have the GOTY version on steam.

1. Right click on your Fallout3.exe
2. Go to Properties down at the bottom
3. Compatibility tab
4. Check "Run this program in compatibility mode for Windows 7"
5. Save and you're done
Old game that Steam version was never optimized for Windows 10
