Stuck at Little Lamplight...
I'm Lvl 20, very high Karma. Mayor Macready lets me in the gate (Child at Heart perk). No terminal hack offer from teacher Joseph, no request to rescue kids from Slavers (unnecessary anyway with Child at Heart perk). I go anyway to Paradise Falls and pay for kids' release. They return to Lil Lamplight and when I show up they thank me. Still no dialogue option to access Murder Pass. No dialogue option to acces terminal. I would be happyto take either route in to Vault 87, just so I can continue the main quest line. I've been around and around talking to all the kids, day after day, visit after visit, going through the same old greyed-out dialogue options. Nothing new. No access to Murder Pass or terminal. Any suggestions?

From the Fallout Wiki.
"Once you've arrived at Lamplight Caverns, Mayor MacCready will stop you at the gates of Little Lamplight. You can convince the mayor to let you in with a Speech challenge or with the Child At Heart perk. Failing that, the only way into Little Lamplight is to complete the Rescue from Paradise side quest.

Once in Little Lamplight, there are two ways to get to Vault 87:

1: Passing through Super Mutant infested Murder Pass; if you chose this option, you must first speak with Mayor MacCready or Princess to get the gate to Murder Pass open.

2: Asking Mayor MacCready about alternate paths will reveal a locked back door to Vault 87. You must ask Joseph to restore power to the computer terminal before you can use it. The door and terminal (average difficulty) are located in the Great Chamber."

Yes, I read the relevant Wiki entries. My problem is that even with the Child at Heart perk AND having completed side quest Rescue from Paradise I'm not getting any dialogue options from Mayor Mac, Joseph or Princess allowing acces to Vault 87. Is it a bug? Is it because I'm lvl-maxed? My active quest shows Retrieve the GECK, with no location shown.

Its just a bug. I had something like that once and only option was to load BEFORE Little Lamplight.
And this has nothing to do with LVL. I had this bug with Broken Steel installed and being LVL 30.

Cool. Thanks for the input, Max.

was also convinced i had found a bug, posting here as not seen the answer anywhere!

The mayor has a new option once you're in, but its a follow-up line after a dialogue option you've already used, hence why everything is grey. Once in lamplight, talk to him and repeat the "I really need to get to vault 87" line and there will be a new option after that, which says "so you know how to get there?", and then unlocks the rest as above.

Better late than never, if you decided to come back to Vault 87 after escaping Raven Rock and there's no dialogue option to power up the terminal, open the console and type
set MQ06.DBComputerOn to 2

the terminal will now be usable.
