Where can I find someone with a high repair skill?

I was using the chinese stealth armor from one of the dlc's and found out that crouching while equiped makes you invisible. Its like a free stealth boy. I would like to repaired it to full condition.

From what i remember you can get a perk that lets you fix items with other items of the same sort of item.

That's the Jury Rigging perk which is only available in F:NV

The scribe in the bunker where you got the armour has 100 repiar.

You can also grab another chinese stealth armor and combine them in your pip boy.

Problem is there is only one chineese armor. Talk to the caravan traders outside of megaton (or is it Craterside in english ? ) Go to they base town and inverst in the caravans. The more you inverst in one the better are the goods and the trader repair skill. One off the traders in Point Lookout have 100 repair. Cannot remember his name but it is a little shop allong the road Nord West from the docks if i make no mistakes

I don't remember anyone in the base game with 100 repair, but I definitely remember Somah from Mothership Zeta has 100, and the guy in Point Lookout is named Haley. He has 100 repair after a passive bug where his base repair jumps 5 points or so everytime you enter his shop, so it eventually caps at 100.

Or, yeah, just repair it with recon armor.

The guy in Reilly's Rangers (The african american mechanic) has some pretty high repair skills, but it's also pretty cheap.

Oh yeah, FWE increases the repair skill of some merchants.
