How to raise every skill at 100?

When should I stop leveling up a stat? I'm planning on trying to do this...it's probably gonna be annoying but I'm gonna try lol

Every SPECIAL stat at 10, aswell as every skill at 100. I know I'll need to collect every book which should be easy...hopefully. It's just what number should I stop leveling each skill?

Start with intelligence 9 and get the rivet city itelligence bobblehead asap to get up to 10. You can swim all the way there. Take educated at lvl 4 and comprehension whenever, but save your skill books until you have it.

Don't get any of the other SPECIAL bobbleheads until you hit level 30 and take the almost perfect perk, but get all the skill ones when you can. Don't manually level any skill beyond 70, get the bobblehead and any books to make it up to 90 then start evenly distributing the points across all skills leaving room for more skill books.

You won't need every skill book doing this, but you will need alot of them. Taking almost perfect at level 30 and then collecting the remaining SPECIAL bobbleheads will also boost the reletive skills further.
