Do NOT use, and in fact uninstall nvidia experience, it causes more problems than worth and does a pi$$ poor job of optimizing your game to your system.
All your games will then be locked at 60 fps doing it that way until you reset, and you will forget you, or someone else, had done so. Don't know about you but I don't just play one game, and there is more than one player on this system in my home.

in file "sr_Fallout_Stutter_Remover.ini" set "MaximumFPS" to your screen refresh rate value, in your case 144. if problem will still exist, try to turn on/turn off Vertical Sync in nVidia control panel. this setting fix my game on 75 hz, maybe it also will work for you
^^^Also to add to this. Refresh rate is different than frames per second. They are often confused with being the same thing as refresh rate does effectively limit frames per second. But its possible to have a different refresh rate from the frames per second. Although this often leads to screen tearing without the usage of something like G-sync or FreeSync. For example, my monitor is 144hz by default, but I usually lock my FPS in most games to 72 (except for Bethesda games which are dependent on being locked at 60). In conjunction with G-sync, I don't receive any screen tearing, but gameplay is much smoother than simply playing at 60hz.
So yeah. You're right. Much better to just lock FPS through control panel. Personally, I do use Riva Turner and I've been using it for years without issue, but I also use the fan control settings for my own GPU. Not just the FPS locking function.
No crashes, hundreds of hours in. Both FO3 and NV are really good 'foundation' games.
idk why no one said but why didnt u just reduce your movement speed with console commands? im on 144 hz, just the thought of going to 60 makes me want to throw up. i was having the same issue but i used "setgs fMoveRunMult 3" in console (default speed is 4) and it fixed my speed while not gang banging my fps. i just had to holster my weapon for the speed change to kick in
