Download "Rivatuner" by searching google, then add FO3.exe into the program then you'll see FRAME RATE CAP on the right side, put 60 and press enter and launch the game while rivatuner is running in the background

Don't recommend the other download 'recommendation' it is just additional layer of software running in background. Use nvidia control panel, it is much more powerful since it accesses the GPU driver directly and every single setting for each game you own is there. Changes can be made to the driver for each game and it is only open when you need to make changes. Very simple to use, look it up, plenty of YT guides...

Directly from microsoft: https://www.microsoft.com/en-us/p/nvidia-control-panel/9nf8h0h7wmlt?activetab=pivot:overviewtab

Do NOT use, and in fact uninstall nvidia experience, it causes more problems than worth and does a pi$$ poor job of optimizing your game to your system.

just right click on your monitor and go to display settings > advanced display settings > display adapter properties > monitor > change the refresh rate to 60 and hit apply

And why do that? Because it is the path of least resistance??? He77 just get a console then if you are unwilling to learn how to PC game effectively and efficiently.

All your games will then be locked at 60 fps doing it that way until you reset, and you will forget you, or someone else, had done so. Don't know about you but I don't just play one game, and there is more than one player on this system in my home.

download Fallout Stutter Remover
https://www.nexusmods.com/fallout3/mods/8886
in file "sr_Fallout_Stutter_Remover.ini" set "MaximumFPS" to your screen refresh rate value, in your case 144. if problem will still exist, try to turn on/turn off Vertical Sync in nVidia control panel. this setting fix my game on 75 hz, maybe it also will work for you

Do this, don't do that! Gotta love steam forums, every possible answer whether right or wrong...

^^^Also to add to this. Refresh rate is different than frames per second. They are often confused with being the same thing as refresh rate does effectively limit frames per second. But its possible to have a different refresh rate from the frames per second. Although this often leads to screen tearing without the usage of something like G-sync or FreeSync. For example, my monitor is 144hz by default, but I usually lock my FPS in most games to 72 (except for Bethesda games which are dependent on being locked at 60). In conjunction with G-sync, I don't receive any screen tearing, but gameplay is much smoother than simply playing at 60hz.

So yeah. You're right. Much better to just lock FPS through control panel. Personally, I do use Riva Turner and I've been using it for years without issue, but I also use the fan control settings for my own GPU. Not just the FPS locking function.

I solved this but i completely deleted this game because of random crashs. I am playing Assassain Creed Odyseey and waiting Resident Evil Village. Sorry Fallout 3

Do you own FO New Vegas? If so try: https://thebestoftimes.github.io/intro.html
No crashes, hundreds of hours in. Both FO3 and NV are really good 'foundation' games.

idk why no one said but why didnt u just reduce your movement speed with console commands? im on 144 hz, just the thought of going to 60 makes me want to throw up. i was having the same issue but i used "setgs fMoveRunMult 3" in console (default speed is 4) and it fixed my speed while not gang banging my fps. i just had to holster my weapon for the speed change to kick in

This thread was quite old before the recent post, so we're locking it to prevent confusion.
