I mean, hate to say it but...You're playing a game thats 7 years old. The game is just not optimized on a lot of levels for you. From your OS, to CPU and GPU/Grahpic's card.
DDSopt is really confusing to use. I don't know much about it--but I do know a little bit about the STEP guides. Are you using the batch files that are linked at the very top of the DDSopt guide?What issues are you having?
Are you otherwise having success running a stable FO3? I assume that, since you are on to texture optimization, you've had luck with the rest of the guide?
I wouldn't bother with optimizing textures if I were you. Any performance improvement, if any, is going to be so negligible that you'll probably not even notice it. It's really not worth wasting your time on.
And no, DDSopt was literally the first program listed in the guide so I thought I'll get that sorted first.
Tried to follow the guide again and another instant crash when loading FO3/FOSE.
Back to uninstalling again.
I think the problem was with "Cleaning Bethesda ESMs" my files were main.bsas not .esms...
Here is my issue right now:
"Start Mod Organizer.
Select "FO3Edit" from the drop down above the right pane and click [Run].
Right-click inside the file listing and select "None".
Check the box adjacent to Anchorage.esm and click [OK]. Wait for the message "Background Loader: finished" to appear in the right pane.
Right-click Anchorage.esm and select "Apply Filter For Cleaning". Wait for the message "[Filtering Done]" to appear in the right pane.
Right-click Anchorage.esm and select "Remove Identical To Master Records". Wait for the message "[Removing Identical to Master records done]".
Right-click Anchorage.esm and select "Undelete and Disable References". Wait for the message "[Undeleting and Disabling References done]".
Click the [X] on the title bar to close FO3Edit.
Verify the box adjacent to Anchorage.esm is checked and also that "Backup Plugins" is checked then click [OK].
Repeat the process above for "BrokenSteel.esm", "PointLookout.esm", "ThePitt.esm", and "Zeta.esm". Selecting only one at a time. Do NOT attempt to clean Fallout3.esm itself.
Normally, when a file is cleaned through FO3Edit using Mod Organizer it is automatically moved back to its original mod folder and any generated files are moved to Mod Organizer Path\overwrite. In the case of the base Bethesda ESM files there is no source mod and so post cleaning the cleaned ESMs are left in the Fallout3/Data folder while the backups are moved to the overwrite folder. The cleaned files should be moved to their own mod folder to preserve a clean Fallout 3 GOTY\Data folder and the backups restored from the FO3Edit Backup folder in overwrite. To resolve this problem, perform the following:
Close Mod Organizer.
Navigate to Fallout 3 GOTY\Data and move the newly cleaned Bethesda ESM files"

Yep, all of my DLC .esms are gone and I only have Fallout3.esm remaining (this one wasn't cleaned).
Not having these 5 .esms for the DLC in my \Data folder is causing a crash on each launch.
No don't do this. I tried it once with Broken Steel and a number of things in the game got screwed up as a result. The only thing you should be selecting is "Undelete and Disable" not "Remove Identical to Master" That's fine with ordinary mods but it should not be done on the DLCs. And don't ever, ever clean the Fallout.esm file.
Cleaning your mods is a minor issue really, you normally don't have to bother with it. The importance of doing it has been way overblown as far as I'm concerned. I've played the game for years without ever bothering, and my games have always been more or less stable.
My solution was to stop following that guide, uninstall MO and all associated mods, fresh install FO3, install NMM and I got these mods for stability:
FOSE
Large Address Aware Enabler
One Tweak
Fallout Stutter Remover
Unofficial Fallout 3 Patch
GFWL Disabler
New Vegas Anti-Crash (changed for use with FO3)
AutoAim Fix (not really for stability but you know...)
It's pretty much the same exact thing as I had in my previous installation with the choppy gameplay and framerate drops, but this time I haven't messed around with the .ini so much or installed Windows 7/8 fix. Maybe I really ♥♥♥♥♥♥ stuff up by following what some other people had said.
The odd crash is to be expected with any Bethesda game, they aren't exactly rock solid to begin with. As long as you can get in a few hours before it happens you're doing fine. Fortunately in my latest set up, after installing Windows 10, I have yet to have the game crash on me even after several days of playing it. It's definitely a record for me.
So I can't cap the fps to 30, I can't run it in 60fps because it keeps dropping...

I really wanna play this game and I've been searching for a fix for a while and couldn't find anything... seems my Fallout Anthology wasn't that good of a deal.

Yeh what a lot of hassle indeed!
Well now I'm running around with a flashy new adjustable UI, me and NPCs run 25% faster (I did not like the default running speed), my scope has no wobble when sniping (what a pain in the ass that is), My computer terminal minigames only show 1 word answers now (breaks so much immersion to save your game, fail, load game...etc...just to successfully complete a minigame), I've got craftable weapon and armour repair kits which repair by 25% upon use (recipe for weapon is 1 wrench, 1 wonder glue and 1 scrap metal, recipe for armour is 1 hammer, 1 wonder glue, 1 scrap metal), I've got weapon mod kits (can add laser sights...scopes...extended magazines...silencers to certain guns and these mods are found as random drops or by purchase from NPCs and then used by activating a workbench), I've got a follower XP fix (no longer competing with my companions to deal 40% of the damage to an enemy before receiving XP...something which was fixed in New Vegas anyway), and then I've got iron sights for guns which is quite simply awesome!
All of this while keeping a steady 60fps at all times with ultra settings and NMCs Performance Pack textures (a little increase over the Ultra gfx settings).
I wish I could say "it was worth the hassle" although to be honest it is absolutely ridiculous how much effort was put in to ensure this game runs smoothly. I've never had to mess around with a game so much to achieve a proper gameplay experience and it's mindblowing to me that this had to be done for a AAA game which was also Game of the Year.
