Latest Windows 10 OS, all drivers updated. I get extemely low FPS on Point Lookout coast.

That's like complaining that Doom doesn't work properly on Winxp without a wrapper or sourceport. VAST differences in hardware and significant ones in how the OS works behind the scenes.
Also, check dates before posting. 4 year necros just to sling shade are stupid.

Doom, the original Diablo, neither the first or second Fallout (tactics probably also wouldn't, can't check that one myself), run properly on Win10 without a wrapper, sourceport, emulator, or other tweaks involved. The difference is that most the storefronts you can get them from these days, include the necessary modifications preinstalled, and were sale options provided long after the game's original release.
In particular, you listed games that were all from pre-win2000.
Win2k used a different kernel setup to function. Literally, if a game was designed for DOS, it won't work on NT based OSes (IE modern windows) without specific software compatibility features installed and in use. Older versions of windows (XP and earlier) used to come with some of these, but from Vista onward, they were not included with the OS and had to be downloaded separately. This doesn't even touch on hardware compatibility problems that pop up.
I've got the battle chest (disc of core game plus expansions) version of Diablo 2 (which if it doesn't work, the original certainly wouldn't) and the original Starcraft, and disc versions of F1 and F2. None of them work as is without further modification for compatibility with modern hardware and OS.

Fallout 3 were released in 2008. Other games that were released in 2008: Gta IV, Dead Space, Left 4 Dead, Red Alert 3, Far Cry 2 etc - all work properly.
So, again - screw Bethesda.
Just because one game works, doesn't mean you can expect others to.
Also, no, I don't work at Bethesda, I'm just more educated on computers than most, and get annoyed when people blame developers for things out of their control. Like a game not working flawlessly on an OS it wasn't designed to support.
i can go further then that, yes it is hardware issue, you forget you have a Laptop not a desktop pc
thats means base core is from1.8ghz to with intel boost 3ghz
and game is so old from the past even desktop pc has past that 3.0ghz along time ago.
so your problem is actual next gen pc issue. that dont has that high requirement s as old tech did.
and it dont matter how many core you have , because game dont use tham. or was
and if you notice the 2,4 ghz singlecore requirement's that means you pc is already in trouble to even reach that high ( require FULL performance not even balance mode might be enough. )
and who said old game even accept intel boost as cover the range, throttle up and down in speed dont mean it can keep it up there. )
i know many / you dont like to hear about it, but i and other cant fix what your pc dont have , you might even go minium in all settings and resolution just to proof a point.
but most of us play at maximum and special the old games.
and that is the problem you have here. i recall even old single cpu games from the past some had 3.2/3 as reuirement , if devs dont change or update to multicore then there is no way in hell you can start such game up. ( and you can forget intel boost technology it will never reach it if you even could go way higher. )
its simple matter of game devs accept throttle cpu power and is optimized for such next gen-tech.
and there is nothing any can, do about it. ( point is aient it better someone tell you this , then you still try to fix or waste time on it. ) because Betheda support has walk away from this along time ago and they not update anything anymore or waste time on it.
Hi, as mentioned by someone before, this thread is older than god and I've long since moved on. I hope the other guy fixes his problem but I'd recommend making a new thread if he still needs help.
