Mouth and voice not syncing together

The voices play before the characters mouth moves. I think this is something to do with my fps but I'm not sure.

Happens if your framerate goes above 60 (meaning your framerate is unlocked). You can usually fix this with mods if you want an uncapped fps. If you just wanna play the game as-is (no mods) just enable Vsync or cap the game at 60fps in the .ini file (all the related info is on PCGamingWiki's Fallout 3 page).
