ULTRA SIMPLE FIX for launching game on Windows 11
According to the solution posted by LostHisHardcore :

Step to do :
  • Fresh install
  • Launch the launcher and select performance you want in options
  • Try to launch the game so it crashes
  • Go to : documents\my games\fallout 3 folder and delete everything in it
  • Relaunch the game

if you delete everything in this folder you will delte your graphic config and game will run with default settings, or launcher will show you info about game is not installed.

When you relaunch the launcher after deleting everything you can set the graphics again and it works.

There are two types of crashes I've seen
One is the start new game crash that has to do with the startup scene when you start a new game , you have to run the game on low settings in windowed mode to get passed it , then save the game before you exit the vault and use that save whenever you want to start a new game,
The other is the resolution settings crash the game with HD ,
there's a mod on Nexsus that by passes it .
there's more detailed instructions on how to fix the problem and both of theses problems have been around for along long time , the game engine is very outdated and runs into problems with modern GPU and CPU there are a lot of tweaks you can make to the fallout INI files to take advantage of the current hardware some work some will crash the game you'll just have to experiment a little and see what works for you

Thank you for this Ritooon: I have probably spent a whole day without any success trying to get the game to start without crashing during start up. No expansions or patches helped, no other tricks helped, but LostHisHardcore's/YOUR solution worked for me :D
