I have a minipc with an Intel HD Graphics 620 and Windows 10. When I start a new game the game crashes, I have activated compatibility with Windows XP Sp3 and run as administrator and at the moment I can't get it to work.

Rename fallout3.exe to fallout3launchesteam.exe and run from steam.
Generally, the problem is the name of the game file. If you change fallout3.exe to anything else, the game will start.
I discovered it by accident. I used anniversary patcher, which made a backup of the "fallout3_backup.exe" file and when I launched the game from it, it started.
You can call the file as you like but only with laucnhesteam it can be opened from steam.
