i have rx 7900xtx and work it.
Tested the same file on Fallout New Vegas and work it.

1- running your game launcher as an administrator
2- changing the compatibility to windows xp
3- edit the fallout prefs file(this is scary but the guide gives great simple instructions, just remember to make a separate save file to replace in case of mistakes before changes are made!)
4- check the comments section under the article if you've tried everything but are still having issues (the comment section doesn't pop up when your using your phone i noticed. i recommend having a tab on your computer open)
I spent an hour trying before i reinstalled and let my husband try. He followed a tip in the comments and than restarted the computer. Now the game works like it used to!
