I have the game running in Windows 11 with no issues and run it in compatibility mode under windows Vista in the pull down menu for what windows version and I run the game as admin

It takes a couple of mod fixes to get it running mods I used to get it to work, list below

A patcher / downgrader tool for Fallout 3 that makes running a modded game a more comfortable experience.


Features
Downgrades the game from October 2021 update (1.7.0.4) to 1.7.0.3 which is widely supported by other mods, most notably FOSE
Removes Games for Windows Live (xlive.dll is no longer loaded by the game) and removes LIVE button from the main menu
Makes the game 4GB aware
Automatically loads FOSE when using Fallout3.exe to start the game (if FOSE is installed)
Fixes a file handle limit and mod limit bug
New in 1.1: Fixes a crash when using Intel graphics cards to run the game

Compatibility
The patcher supports latest Steam, GOG and Epic Games versions of the game, both GOTY and regular editions.
GOG version does not need to be downgraded or LAA-patched, so the patcher only applies other improvements to the executable as described above.

I downloaded jus the patch, seemed to do the job for me. If u checked, u might notice the low playtime, well jus over 6h game time, an I've almost completed the base game, when i realised that, kinda put a crimp in my play!

I'm also not sure how clean the Games for Windows Live service was removed.
Maybe there are still some bits and bites in there?

I'm happy with my GoG-version despite of owning the game here too.

I am running f3goty as a clean install with no mods on windows 11. So it *is* at least possible. I don't know why it works on mine and not someone else's windows 11 setup though.

Works fine on WIN11 without any mods or any tinkering needed. 1440p resolution, ultra settings, runs at 110fps right out the box.

Yeah this is total misinformation. Win 10 22H2, no mods, no ini tweaks, 141 fps 1440p with most recent nv driver on a 3070. No issues whatsoever.

like everyone else here has said works fine on win 11, all i had to do was change the graphic setting, for whatever reason it was using integrated graphics which was a simple fix after i realized that's what i needed to do

I've been able to play this at 1080p across Vista-11 over the years with varying hardware no prob. I hate PC gamers who can't do basic troubleshooting but blame devs lmao

I run it on the Steam Deck with no mods or adjustments, on Ultra settings, with zero issues. Like literally no crashing, stuttering, framerate drops....nada. Which has been shocking to me after having played it easily ten times on console with regular issues.

So, definitely works great via Proton. ;)
