I don't have the dialogue option, spoke to everybody in Rivet City

Rivet City's in FO 3, not New Vegas.

ttw is both so still applies.

I never had an issue with this even with ttw, suspect other mods or not doing everything.

I figured it out, i needed to progress with the other quest, Replicated Man. He then gave me access to his terminal which has the info for Moira.
