Having trouble starting Operation Anchorage. Quest wont trigger

I just started the game and walked out the vault and it says listen to the outcast radio signal. Well that is what I did and nothing happens ive listened to it over and over and the quest still wont start. Am i supposed to be a certain level?

Do you have "Aiding The Outcasts" in your quest log?

the mod gives you the perk and rewards too

I suggest pick pocketing all the bad outcasts members before going to the pc at the rewards room if you use the mod

set Specialist Olin as essential and Protector McGraw as essential, the other corrupt outcast members always kill those two and you need those two alive to complete the mission/quest
