quest dialogue missing

I completed the replicated man by dr zimmer by telling him that the android was dead and I then found out the reward was lame and I could get stuff that was infinitely better
I found a console command that let me restart the quest but at the last stage I only get the option to talk to dr zimmer and can't tell harkness he's an android

She did before I restarted the quest
So far she hasn't come back

For me she's always at the place where she found me originally which was in front of vault 101. I completed the main quest and the dlc's and she's still just standing there.
