this mod helped me. Just download and follow the tutorial in the description if you don't know how to install it:

This is to use the CPU integrated graphics to run the game. I'd prefer to have my gpu running it.

This is from the mod page posts. The replies to the thread may be of some help. I'm tryna get this ♥♥♥♥♥ running too.

"To anyone using an AMD GPU:

This will hurt your game's performance. Used to getting hundreds of FPS in Fallout 3? Well, now you're going to be seeing something closer to ~90 with horrible stuttering. Don't believe me? Check your frame time and 1% lows. You're realistically only going to be getting around 50-60 at best. This thing may also break mods such RH Iron Sights and textures for modded weapons. It might be this "fix" or might be AMD's driver or it might even be both.

The fix? Wait for AMD to update drivers. They're already aware of the issue if you read the release notes for the last driver. If their release cadence is anything to go by, they'll likely release another driver package near the end of May. Otherwise, there are other games to play in the meantime. The situation is ♥♥♥♥♥♥ all around, but we don't really have much choice."

Thread on the mod page mentioned this as a work around. I'll give it while later, when I have more time.

Am I missing something? What patch? The game has been working fine for me, RX6700xt with latest drivers (24.5.1), no issues.

Going to reinstall it again by itself to verify ( I removed it yesterday after doing the TTW Install).

NORTON is "well"-known crapware with embedded miners and keyloggers :lunar2019crylaughingpig:
For a non-mod solution on Win11 that I found to work: Go to settings, go to DISPLAY settings, go to Graphics, then set custom graphics settings both for the Fallout 3 Launcher and the Main EXE file (At least, I did it with both as per what I originally read and it worked out well enough). Set the both of them to "High Performance" as opposed to letting Windows decide.

New AMD driver 24.6.1 allegedly fixes the launching issues with F03 and NV.
I haven't tried it yet myself.
