Some games allow you to choose a render mode, neither FO3 or NV have this option, there might be a work-around, but if there is I dont know it.
I'd like to agree with you, but unfortunately, there are a lot of play videos on YouTube.
F3 use vc++ 2005 x86&x64 BOTH +sp1
vc++ 2008 used by New Vegas
but for 1.7.0.4 you need also more new
you can't use Vega ONLY system without Intel HD bypass (at least, last time when i test it on amd)
nobody optimize games for AMD, there was very short period, when some mainstream do it, but it was after F3 release and BEFORE current 1.7.0.4
?? Fallout 3 uses VC++ 2008, also, if ya not, using a Intel GC, I.E Laptop, you don't need the Intel HD bypass, your setup isint a laptop, and I happen a have a AMD card.
Try setting your gpu as outlined on step one of this guide.
And if it still won't start do this also
Goto C:\Windows\SysWOW64
Copy the d3d9.dll and paste a copy in the game folder
(Copy/Paste - Do Not Move the original file)
Steam: C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 (goty)
GOG: C:\Program Files (x86)\GOG Galaxy\Games\Fallout 3
Epic Games: C:\Program Files\Epic Games\fallout3\Fallout 3 GOTY English
Start the game to test it.
