OneDrive "well"-known as app that stole fallouts (and many other games and apps) files and mess with them as Defender with Controlled Access to files and folders enabled
and don't forget, that security permission can be different - better use fat32 \exFat file system for move files to userprofile - it more easy than meddle with cacls \ icacls
I would double check, I had a friend who didn't use onedrive but somehow it was actually running on his win11 even though he never signed into it.
Check this info just to verify that's not the issue.

Also go into the save folder and see if the files are there, you may have to unblock them in the properties, sometimes moving files from one system to another the file get's blocked by the window's security and a simple check of the file properties will tell you if that's the case. If that is the problem, click the unblock in the file properties and it should work then.
in W11 One Drive is controlled by CoPilot and cannot be turned off in the usual way. you have to use the convoluted method and write why you don't want the identity theft program to be disabled, otherwise Phil and Satia will be offended
in the next update this sh!t will appear in W10
Once again, never setup onedrive or windows live. I looked through onedrive's folders and I can't find anything. I could try reinstalling steam on the old drive, installing Fallout 3, and seeing if it recognizes any saves, but besides that, i cant think of anything else.
