Sure, if it means more new people are open to trying FO3 then yes buy it, but if you already own and can mod/run the game to your satisfaction, then remaster is likely a waste of time and money.
I won't be replacing my TTW merged install of FO3/FONV for a long long while.
And ignorant? You should look up that word, I am neither lacking in education nor knowledge, and decades as a PC gamer have seen plenty of so called 'remasters' so am not 'unaware or uniformed' either.
A remake is, well, what you're saying. New voice over's, new quests, new perks. Basically REMAKING the game from what it was into a new overall version of Fallout 3. Nobody here or in the other posts r talking about remake. You're the first.
Most people really r just wanting Fallout 3's game with Fallout 4's engine; or at least thats what their comments are insinuating.
The Fallout 4 engine is already done, and has been for years; and Fallout 3 has been finished for even longer. To my knowledge, Bethesda owns both. Simply copy paste the data that they already own and re-code it with Fallout 4's engine. A competent team(like the 1 Bethesda has) could pull this off in around 2 to 3 months; since its all there, and the 4 engine has the same basic structure as 3's. I.e the console, and some other things. If u wanted to use a completely different game, like Dishonered, then yeah, that would be basically impossible without completely re-doing the entire game; as the 2 have almost NOTHING in common aside from First Person view most of the time.
However these 2 games are closer then u think. Their weapon ID's for example; "00066c76"(Ole Painless), "001F2675"(Tinker Tom Special). Both are structured to 8 digits, which indicates a near identical building structure in the coding aspect. These games we're built in a very similar fashion, which was intentional. I'm not saying its as simple as just pure copy/paste and then change the format or something, NO its harder then that, but its MUCH easier then ur thinking. They do not even have to get close to rebuilding Fallout 3 from the ground up. Personally I'm not sure which needs to be changed more; 4's engine or 3's layout.
