Yes, this is controversial, some who mod the frame rate post they see no problems above 60 but it is likely only a matter of time before the game physics screws up for them. Strongly suspect OP has modded their game, and this is the result

Use the ENB preset and the enb linked download from my first post and that will apply a fps cap that will allow the game to run at it's original speed. (for fo3 or NV)
Or lower your monitors mHz (which will effect all games) in the (Nvidia/AMD) control Panel.
