Health regeneration console command?

Is there a console command to get health regeneration? In FO4 it's "player.setav healrate" but that doesn't work in FO3

I made a perk that trades radiation for health.

I put it in my Levelers Chamber mod, you can find that mod here on the Nexus:

Stand in a radiation pool and it will lower your rad level and increase your health. And if you have rad level over 200, it will heal all crippled body parts.

Per the readme, you get the perk by moving into the radiation where the alien corpse is found. (Past the key locked gas filled chamber. Key is on merchant shelf with the caps on it.)
