Since fallout 2 appears to be a way more detailed & content packed upgrade to fallout 1, that's probably your best bet.
And as in all Bethesda games the main story is total crap you can pretty much ignore form beginning (or proceed toward BOS arrival to unlock access to all factions and companions)
Agree with your point re the main story of the bethesda fallouts. Ref your first point, I've thought a lot about this. The city environments are great but for some reason the whole package fails to grab me. Not sure why that is, but I think I've only ever managed to get 100+ hours out of FO4 before I lose interest. I keep reinstalling and trying again but the story is annoying, the crafting is annoying (everyone is sitting around waiting for *you* to do it), the early escort quest is a slog, at diamond city the game reaaaaaaly wants you to go talk to nick about the main quest......etc......
You really dont need follow the main quest at all, I often end it at Museum until I decide what I want do in particular game. Suprisingly game is ready for this and trying either prevent you to screw the line or even offer new experience (eg. if you viisit Memory Den prior Nick and Kellrog you ahve completely unique quest and memory experience of your own)
As for the settlement building I like this part too - but (/beside building own vault) I like just use some presets instead do everything myself piece by piece. There are good mods for that (even Damn apocalypse has it) - Sim settlements raise it to completely new level too where settlements grow independently if you wish to..
And as far as the main story "quality" - this pays for most Beth. games as far as I am concerned - only I liked was Morrowind (but not even sure why.. what I still remember though how I progressed through ranks of Noble houses and made grown up Telvanni tower stronghold..:p
mind, I'm doing a new vegas run as well, and definitely think New Vegas is by far the better game.
But the games run perfectly fine.
And in general the best computer game from "Bethesda Softworks", their peak in terms of craftsmanship.

Still timeless and great today.
I played F3 in year 2022 for the first time, and I think it's better than for example, Red Dead Redemption 2 (2018) or The Last of Us Part 2 (2020), etc. because I love this retro (quake engine -esque, such as: Gothic2, Shadow Man, half-Life 1)
F3 doesn't need a remaster (just a patch for the inventory).
F3 you want to enjoy 16 hours of flow all day long.
Fallout New Vegas I don't want to play today without a remake.
Fallout4 needs a remake-reboot in all aspects: story, graphics, gameplay, user interface, etc.
Point:
Is a legacy and a serious and working end result.
I had nightmares after a 16 hour season.
The motivation of the raiders can also be found in the anime Cyberpunk Edgerunners.
Fallout4 is cozy and ridiculous.
The Gothic genre is cozy and horror at the same time.
F4 is ridiculously cozy though, so needs a remake reboot, isn't a legacy, just an editor for Starfield.

The map in F3 is something like the games "Gameboy Pokemon Yellow", or Gothic2. So you want to have seen everything, you want to have played through everything 100%. You go to the forum at the end to clarify whether you have overlooked anything.
In Fallout4 I find the map completely uninteresting. A remake reboot can also make the map completely different, making vehicles possible, or allowing gameplay like Days Gone.
F3 is for pedestrian walker wanderer = art design.
F4 is for car bike drivers and Capricorns or horses = real world accurate (But don't compare with: Liberty City GTA 4, Los Santos GTA5).
In New Vegas the map doesn't work for me at all. without remake reboot the walking is a red flag for me. In New Vegas the map feels like a mincraft world desert biome only, flat biome only.
BUT:
I accept if someone doesn't find F3 the most interesting Fallout thematically.

Asking for reboots, remakes for FNV and FO4, but FO3 doesnt need one. Asking for working vehicles in Fallout world.
Bugthesda best game was TES IV and still remains the best, peak bugthesda.

Half Life 3 will never be like Half Life 1, a game of the Quake Engine -esque retro genre.
I will never review games like Fallout3, Legacy of Kain Soul Reaver 1, Gothic 2, Total War Shogun 2, Days Gone, Minecraft, ...
Because I've played these games for more than 500 hours, and discussed them in community forums for the same amount of time, they worked for me as a drug that I'm overwhelmed to do an objective review.
Point of Lookout is one of the best Fallout DLCs ever.
The mood of FO3 is just phenomenal and exploring those underground tunnels was an unforgetable experience.
