Can Ant Might/Sight raise your Strength/Perception above 10?
I know that the Bobbleheads can raise the SPECIAL stats to a technical value of 11, which can help to prevent stat drops from armors, radiation, and addictions from lowering below 10.

The Intense Training perk cannot be used on a SPECIAL stat that is already 10, but as Ant Might/Sight are rewarded through dialogue, I wondered if they bypassed this.

Yes but it's of no practical use. Special above 10 is never checked in the game and it doesn't add to the associated skill.
As you say, the only thing it does is to prevent the drop if you have an effect that lowers this stat, like the bobblehead or the books

Okay, that's great. I know it has no impact on your skills or other derived stats to have SPECIAL stats above 10, but I'm planning out an optimised build.
