Graphics settings not taking effect (Windows 11)

So I'm having some issues on windows 11 where some of the high-end graphics settings in the launcher aren't taking effect even though the game by default wants to set everything high. Even with things like water refraction/reflection and high quality shadows turned on, I don't see those results in the game. for shadows I've even tried editing the INI files directly to increase shadow softness and change their res from 256 to 1024 and such as per some guides, but that doesn't show up in game. I launch the game through its launcher. I have FOSE installed, I manually pointed the game to my graphics card through the NVIDIA laptop. I did have to manually set NVIDIA graphics setting to override the game's anti-aliasing in order to fix problems with transparency maps on hair and such, but I'm not sure how that could have effected things like water refraction and shadow quality. Especially since it actually fixed the hair. Ugh, frustrating.. Any help would be appreciated? My gaming laptop is capable of acing Skyrim Special Edition, so it should be able to run Fallout 3 on ultra with no problems.
