Try the three fixes in this thread.
Number 3 works for most people.
then find
bUseThreadedAI=0
change it to
bUseThreadedAI=1
Add this line after it
iNumHWThreads=2
also
Fallout3.exe (C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty), change compatibility to Windows Vista (Service Pack 1). execute as admin
Do the same with FalloutLauncher, but change compatibility to Windows 7.

Hope it works for you.
Remember that Fallout 3 will always crash on occasion on newer systems no matter how many fixes you have.
So save often and don't overwrite saves, always save in a new slot.
(Helps prevent corrupt saves and crashes)

This did the trick, so far no more lockups.
