Are you using Windows 7? Are you certain that you're looking in the right folder? Documents->My Games->Fallout3, if you're using Windows 7.

What happens when you hit play in the launcher? Do you get an error message or anything?

This happened to me. Something that the newer versions of windows do to the pathways to standard folders prevents the necessary files from copying properly. If you look in the "documents\my games\fallout 3" folder and don't see the fallout.ini, what you have to do is this:

1) go to the folder that Fallout 3 is installed in (for steam, it will be something like program files\steam\steamapps\common\fallout 3)
2) copy the file 'fallout_default.ini'
3) paste it into your documents\mygames\fallout 3 folder
4) rename it to 'fallout.ini'
5) (Optional) - make any necessary edits to the file

then it should work fine.
