need help getting Roy Phillips back

i messed up the Tenpenny mision somehow. i guess i blew the door from the subway to the tower too soon and Roy told me to meet hin out front, but now he's nowhere to be found.
i've never used console commands to try and get a NPC to appear before. can anyone list the command to make him appear before me?

well, that's interesting. i decided to go back and look around again and i found him in the stairwell of the hotel. not sure if i can complete the mission though. i was gonna let them take over, but the game crashed right then! lol.

Do This Command The "Player.placeatme" is creating a clone of that "NPC" and placing it right by you and this is just "Roy Philip's" "ID" "0001d7b0"

Player.placeatme 0001d7b0

You could try these commands
1.Resurrect
It Just Resets The NPC

2.Resurrect 1
Resets The NPC With The Animation If He Had Just Fallen And Is Getting Up
