Please I need a working fix for stuttering radio
I tried everything suggested but I didnt find a workaround which fixed the problem completely.
I installed K-Lite Mega Pack, CCCP, Mad Filter and nothing worked even installing them seperately. NOTHING WORKED. And the Installed Codec tool doesnt find any LAV Filter relevant codecs that are installed. Changing the Buffer size doesnt help either. I just want to enjoy the damn music. Why the ♥♥♥♥ is it so difficult to fix this? Fallout New Vegas didnt even had those problem, cant someone port the radio function of NV to FO3?
Man im really annoyed of this. But its only the Pip Boy Radio anyway. Everything else works fine from the game, not even crashes. My Soundcard is a ASUS Xonar DX with latest Driver.
Using Windows 7 64 Bit. Can anybody help me? What fixed the problem for you?
What exactly? Do you know any other fix that may help? Anyone else with an Asus soundcard? Bah its just annoying. My last gaming PC didnt had this problem but this one had a crappy onboard soundcard which went on my nerves since it was horrible.
Fallout 3 is the only game or program anyway which has problems with the sound.
Really ♥♥♥♥ed up.

You mean my Soundcard?
Other programs dont have a problem with MP3 files.
Only Fallout 3 stutters.

should try "verifying the integrity of game cache" in the properties menu, maybe there is a corrupt file making the audio stutter

once you do that, it should redownload any files that may be missing or corrupt

I think I'm having the same issue as the OP. Game sound is fine, ambient sound is fine, game music is fine, voices are fine, and even when the songs on the radio are playing on a radio in the game world (like the radio in Moriarty's Saloon) they play perfectly. The ONLY issue is when I'm playing GNR on my Pip-Boy radio, and then the audio has this weird combination of a stutter and warble.

I should note that this never happened to me when I originally played the game on both XP and Vista, but only happens now that I'm on Windows 8.1. My suspicion, and I've love for someone way more computer-savvy than me to comment on whether or not this makes sense, is that there's some audio effect or codec that's applied to the sound when it's coming through the Pip-Boy only, and some issue with that on Windows (or whatever codec not being installed properly) that is causing that issue only with the pip-boy radio.

1.Right Click On The Game
2.Press Settings
3.Go To The Tab "Local Files"
4.Press The Button That Says "VERIFY INTERGRITY OF GAME CACHE..."

It has nothing to do with broken game files...
This problem is very known and a pain in the ass for a lot.
Many can fix it, though some cant.

Thanks Postal Dude - that sounds like the technical explanation that I was looking for, and it makes perfect sense. I figured it was a codec issue, and the fact that only the pip-boy uses mp3 matches up with what I was hearing. I guess Three Dog counts as an NPC, not the pip-boy, because his voice on the radio is fine, as is John Henry Eden on the Enclave radio. It also nicely matches up with the fact that I'm still using only the default mp3 codec since I upgraded to win8.

After some time I installed FO3 again and run again into this issue.
(Fresh system and everything). But as I said its a game problem actually.
It simply doesnt like some codecs and soundcards.
In my case it seems to be the soundcard since no fix that I already named in my first post fixed it.

Well I found a small workaround though.
Its not perfect but better than nothing I guess.
And probably it only works with ASUS soundcards. My is ASUS Xonar DX.
Download the latest driver for your ASUS (or other) soundcard, install and open the audio center.
In there you find a button called GX. As I said, only some cards probably have this and also probably only ASUS cards. GX is some sort of feature similar to EAX, just for ASUS cards.
Its not as good as EAX but I dont use it anyway. Most games let me chose EAX if its avaiable anyway. Well, I found out that it fixes the Radiostutter for me. It still stutters in loading screens but thats fine. Rest of the game sounds and plays fine.
Downside of this fix is, at least for me, is that when I end and close the game the sound hangs up. Fallouts exe is although not running anymore in the taskmanager. Very weird issue, never saw something like that. Looks like the sound hangs up in the driver panel or something. The only fix for this is to either restart windows, which is pretty much annoying as we probably agree, OR and thats what I looked up, simply deactivating the soundcard in the device manager of Windows and activating it back again after this. No problems at all and sound is normal again. Soundcard may click while you do this, dont worry.

I know, might not be a perfect fix but thats the best thing I could find for my sort of soundcard.
Nothing else really helped even codecs but I wouldnt recommend changing codecs anyway. Fallout 3 may run fine with it but you will probably have many other problems and since im using my computer as Hi-Fi sound device I wouldnt do that anyway.

Hopes this helps somebody who has a similar or maybe the same soundcard as me.

If somebody discovers a better fix for my soundcard model or in general, it would be nice if you share your experience with us.

I fixed this about 2 years ago with downloading and installing a codec. Sadly I can't remember where I got it from. But it is definitely a codec issue and anyone who is saying it is not can suck it.

I already installed all sorts of codecs and didnt fixed anything, made it even worse with extra crashes and sound bugs. Madfilter, LAV Splitter, K-Lite, you name it. Nothing worked.
Ini edits also didnt worked. No clue why it wont work for me.
And anyway, I dont wanna ♥♥♥♥ up my system with random codecs, im using it as my Hi-Fi music device.

Maybe its my soundcard. I didnt had that issue with my last soundcard anyway.
And New Vegas doesnt have it neither. Its just a FO3 Engine problem.

I had the same problem with my pipboy radio, for a long time. But finaly i found a solution.

A mod that solved my problem, my radio music is fine now, like it should be.
Btw, i'm using Fallout Mod Manager 0.13.21, easy to activate the mod using it.

This is not a fix. More like a workaround. Also, your FOMM is outdated. There is a newer version and it isnt advised to use the old anymore.

The only fix that really worked for me was using Tales Of Two Wastelands. Put Fallout 3 world into Fallout New Vegas engine.
