Download Warpinator in Steam Deck Desktop mode
Download Winpinator for your Windows machine ( https://winpinator.swisz.cz/ )
Sync up between Steam Deck and Windows PC (must be same Network / WiFi)
Transfer your Fallout 3 save game(s) you want to take with you.
on Steam Deck
unhide all folders - scroll to File Explorer, open top right menu and select "show hidden files"
go to: .local / share / steam / steamapps / compatdata /
here you see all Steam Application App IDs - Fallout 3 has 22370
select 22370 the go to: .pfx / drive_C / users / steamuser / Documents / mygames / Fallout3 / Saves
paste your save file
Exit Desktop mode - start the game, load your file - continue playing

On the steamdeck, you sync this folder:
/home/deck/.steam/steam/steamapps/compatdata/22370/pfx/drive_c/users/steamuser/Documents/My Games/Fallout3
I'm guessing on Windows, it would be something like:
c:\users\steamuser\Documents\My Games\Fallout3
