if nothing fixes it, you can use console and set the quest to a different stage (bethesda rpg games usually have this thing)
i didnt try this so i dont know the exact command you will need, but you need to set the quest to stage 84
here are the commands btw:
cmnds [fallout.fandom.com]
this is what you need probably:
setstage 00014e96 84
