Report a translation problem
So, I had to download the 1.0 version, not the 2.0, and use the version 0.118 ENB version, and not run anything as administrator and not use compatibility mode.
Apparently this was some super obscure fix I found on a 2 year old youtube comment thread, so hopefully this helps other people
You still need to UNCHECK "compatibility" and "run as administrator" to get at least the launcher showing, but still when you click on "Play" same issue. OK.
I've founded out in the launcher settings that my Fallout 3 wasn't using my graphic card but instead the "Intel Graphics" integred. And also I could not switch to my graphic card instead. If this is the case for you well it's probably this.
What to do?
Go to Widnows' display settings, the go to "graphic settings", then "Browse", and find Fallout3.exe, FalloutLauncher.exe and fose_loader.exe. Then change the settings to get it use the graphic card.
Then if you launch your game and go to the settings you can chose your graphic card.
I've found in a random way because it was not even my intention to solve this problem anymore but I anyway tried again the ENB after doing this and it worked like my brain literally blowned up.
