This does two things, it removes GFWL (Games for Windows Live)
Updates the Compiler to VS2019.
Due to this, it has broken Fallout Script Editor, It's not to do with Windows 11 if you are getting the CRC = D32e228B error's, its due to the update.
Jej has given you the fix for it, this SHOULD roll back the Steam version to the one compatible, just make sure you right click on FO3 and click manage/properties and disable keep game up to date

I don't think this had anything to do with windows 11
Bethesda recently patched fallout 3 to like 1.7.0.4 or something which broke fose since fose has to be updated for every version and no one is maintaining fose anymore.
