speech 100 and charisma 10 but still failing speech checks

i have a speech skill of 100 and 10 points of charisma, but there's still some speech checks that i can't pass, does anyone know the fix to this issue?

In FO3 you still aren't guaranteed passing difficult speech checks.

You can always reload a save and try again.

I believe there are some that are supposed to be 100% failures like the speech check for that Chinese General (I forget his name) even if you have this exact setup.

You can win that speech check. I had to rely on savescumming but it's not a 100% fail.

When you pass that check the general kills himself with his own sword rather than manually having to fight him.

I mean, that would be cool to actually see because the actual fight you're better off being on the side with the Chinese than the damn American side because of there being a bug for the reinforcements, which the Chinese become your allies and the Americans become your enemies, which sucks because your supposed allies have weapons like flamers that would be awesome to chip away at his health.

The bug happens the second you begin the fight after some of the soldiers die. In fact this is even the PC version in this video (you know the version back when the game was unsupported by Windows 7 and above for years because Bethesda was lazy) I would use a timestamp but they don't work for some retarded reason so jump to 5:30 because you need to hear the reaction to the bug, which is then followed by another bug both of which were also in the 360 version of Fallout 3 which was the version I played the most.
