Found Armor T-51b in fort Constantine ??

It looks best armor i seen so far in the game, body is 50 head 10
Found it deep in laboratory in that place
So i juts have a question is is part of the quest or not ? I dont want to bug out the game
But it look soo cool

It is a part of the quest and, as far as I remember, you can't get there without special keys.
Have you used console commands to get there?

I know you get some from a DLC. which OP could have accidentally stumbled into.

OP mentions Fort Constantine which is part of the base game.

No i found the key next door in a shed in the basement in the safe

Oh right.
You might try speaking to Crowley in the Underworld to see if you still can do the quest.

What other guys said - take quest from Crowley, finish it. He will immidiately start moving towards Fort after completion. Follow him outside the Underworld and cap his ass. BAM, free keys and money from quest. The other 51b you can get is at completion of tedious-ass Operation Anchorage, but it's genuinely busted - it doesn't get broken no matter what you do with it. This 51b is good but iirc you can only fix it at merchants

The armor is a secret reward from the quest You Gotta Shoot 'Em in the Head given to you by Mr. Crowley in Under City The quest has you kill three targets for Mr. Crowley by shooting them in the head each of these targets has a key that gets you further in to For Constantine what actually happened is Mr. Crowley did a job with the other targets who left him to die, he wants revenge and the reward at the end of the fort you can turn the keys in to Crowley and follow him through the fort or you can just turn the keys in yourself I hope this helps.
