Take It Back! Completion Help

Hello, I've been on a modded FO3 run for a bit now and everything was going smooth until I completed "Take It Back!" the base games final quest. After starting the purifier and watching the end slides I anticipated waking up in The Citadel to begin Broken Steel, instead after the slides my character was standing in the exact same spot of the purifier and the world state of the game remained exactly as it was during Take It Back! (Liberty Prime and Enclave still at Project Purity, many Broken Steel NPCs and world changes not spawning in, etc). After this little issue I proceeded to try to use console commands to fix things but nothing seemed to work to actually just fix the state of the game, so I proceeded to continue by force starting "Death From Above" with console commands. Now, I have beaten all of the main Broken Steel quests and most of the issues regarding NPCs and world changes not spawning still happens. I've tried a lot of console commands just curious if anyone else has experienced this, can post mod list if necessary

It fixed the issue for me, starting from the end of the base game into broken steel.

For a lot of people it's a must have mod to start Broken Steel with or without custom races, to fix the bug you're describing.
