Anne Marie Morgan, the front guard of the Brotherhood of Steel Outcast ??

FO3 GOTY is my favorite game & I've played many times. But this time, when I stop at Fort Independence, I never see Anne Marie Morgan at her guard post under the bridge. So I can't have her tell me to talk to Protector Casdin so I can help to get metal, rounds, etc. for the BOS (see title above).

I've looked her up on Fallout Wiki & found these sentences:

"She may also be attacked and possibly killed by random enemies as she patrols the area around the fort." & "She respawns after every 24-48 game hours, or sometimes even after each visit" But I've tried to see her at post 20+ times. No joy.

Anybody know how to have her rise up?
(I've got her Base ID & Ref ID numbers: 00043deb & 00043dee
Not sure how to put those # into the game. Anybody know how that works?)

That's one of my favorite games too!
You could try using console command either to revive NPC or to teleport yourself to NPC.
