How to I get into the Citadel?
I walk up to the front door, and Paladin Bael decides to be worthless. The intercom doesn't work, either.

You need to follow the main storyline in order to gain access.

Aren't RPG games supposed to be about freedom of choice?

No, Role Playing Games are about being able to choose a role from a gameplay and/or story perspective, not about being able to go everywhere all the time. Every RPG has at least some restricted areas, hell, many aren't even open world.

Just head along the main quest and you'll get there eventually, you gain access at the end of the quest "The Waters of Life".

You can get in right away if you cheat, basically drop clothes, and to a combo to levitate with it over the wall. Search youtube if you want to try it. Can be frustrating if you cant get the button combo correct.
