I'm always low on ammo?
I have a viarety of guns, quite a bit of caps but i am low on ammo. I bought up all the ammo from the guard in tenpenny tower and from some other vendor, i use vats and make precise shots, make sure to not waste ammo yet i still run low? I'm playing on normal and some enemies are bullet-spongy even though i upgraded small guns to 60 already and use a silenced (repaired) 9mm pistol. What am i doing wrong?

Do you use VATS to shoot? If I don't use it I run out of ammo really fast even that I'm quite good shooter in other FPS games. having high agility and luck and using VATS is good way to kill without using too much ammo.
Early game with no bullets I will usually use hunting rifle and snipe people with it (usually manually) since there's no weapon damage falloff in Fallout 3. .38 is the cheapest crappiest ammo in the game, eventually you will itemize for better guns. If you pop raiders in the head with hunting rifles, you'll make more ammo than you spend. It requires a careful slow playstyle though. Learning the weapon sway is kind of important for manual sniping on something unscoped.

The Pitt DLC unlocks an ammo press for you. Throw metal in, bullets come out.

Yeah, always use vats until i run out of action points, then i start shooting manually in the head.
It's level 10-15 or so it seems. It can be done lower if you're good and maybe a little desperate.

Yeah, I farmed thousands of .10 for my minigun and took it home. Basically set for big guns build.

Perhaps you're just not knowledgeable on all the available ammunition traders in the game. Here is a list of them that I remember:

Moira Brown (Megaton) - Early game vendor, not too much ammo.

Flak & Shrapnel (Rivet City) - Best ammunition vendor in the game and will sell at even better prices if the optional portion of the Wasteland Survival Guide quest is done to speak of them favorably. Only vendor that naturally sells mini nukes; lots of ammunition.

Segrave Holmes (Rivet City) - He usually doesn't sit in his shop, typically in the lobby of the Weatherly Hotel. He will sell his goods to you at either +10% markup or +10% markdown depending on how you handle the unmarked quest with Bannon. Not as much ammunition as Flak and Shrapnel, but more than what Moira Brown would typically carry.

Tulip (Museum of History/Underworld) - Almost as good as Flak and Shrapnel, however does not sell mini nukes. Has lots of ammunition.

Sydney (Museum of History/Underworld) - Sydney will become an ammunition vendor if she survives her involvement in the quest "Stealing Independence" given by Abraham Washington in Rivet City or by discovering the National Archives by yourself. She will reside in the Ninth Circle and have lots of ammunition.

Lydia Montenegro/Michael Masters (Tenpenny Tower) - Lydia is the orignial owner of Boutique Le Chic; however, depending on the results of your choices in the quest "Tenpenny Tower", she may be replaced by Michael Masters. They both have pretty good amounts of ammunition.

Chief Gustavo (Tenpenny Tower) - Security chief of Tenpenny Tower; pretty good amount of ammunition. Depending on your choices in the quest "Tenpenny Tower" he will either stay alive or be killed and not replaced by another vendor.

Lucky Harith (Canterbury Commons/Various Wasteland locations) - One of the four Canterbury Commons vendors that roams the wastes and visits various locations; speicializing in weapons and munitions. Lucky will have an initial inventory comparable to Moira Brown early in the game, however; after making your way to Canterbury and investing 700 (or 350 I believe if you have the Master Trader perk) caps in Lucky's inventory expansion, his ammunition stock will rival Flak and Shrapnel. If fully invested in he will sell mini nukes I think.

The inventory of each vendor resets after three days of in-game time so just fast travel to each of them before a new inventory interval and you'll have plenty of ammo. I recommend the Scrounger perk as well, which grants more ammunition found in containers, requiring on 5 Luck and level 8. Imo the ammunition press is only useful for producing .44 magnum or .308 as they are the most expensive ammo type you can craft. I usually throw all of my 5 mil/.32 in there if I'm not using a big guns character (.32 becomes obselete eventually as the weapons that use this ammunition are outdamaged by much better mid to end game weapons, such as the Lincoln's Repeater which uses .44 magnum). It does! I was away for 2 weeks so i couldn't see your post, but thanks a lot! i didn't know their inv resets!
Oh yeah, inventory resets. Most people would be kind of screwed if it didn't.

As long as you have the patience to scavenge everything you come across, there's usually enough ammo. Some guns run chronically low, though.

Recommend making your character partially a sneak build. The sneak attack bonuses will save you ammo. Don't use ammo on small fry. Just sneak attack melee or melee. Save ammo for harder stuff. Landmines and grenades, used wisely, go a long way as well.

As referenced above, if you don't mind blowing caps, can visit vendors.

I'm usually swimming in ammo later on in the game.

your doing fine. As you play, you get better. Better shooting, better doing damage, etc. You can also kill non useful npcs with sneak attacks to gain more ammo/armor, etc. You can use melee weapons to kill weak foes to save ammo. There are also other ways to handle very difficult foes. Sneak placing explosives on super hard foes (hard supermutants) will instant kill them without needing to waste bullets. Heavy weapons, nukes, etc can take care of harder foes without needing to use bullets.

Dont worry you'll get better.

Cough cough best set up is Chinese stealth armor and the infiltrator rifle. Just it's beautiful. Who doesn't love invisible ninjas with suppressed scoped assault rifles. My tip is to pick up a combat shotty and hoard shotgun shells aswel. I never had an issue with running out of ammo the first time through the game. If I did I fleed for life and let my favorite companion Charon take them all out.
