Its possible that could be one of the reasons. I've recently gotten back into Fallout 3 and have been a longtime user of ENB, but it seems that some of the newer d3d9.dll files for ENB are broken on the latest version of Windows 10. I've been experiencing crashing as well when in the past, I had never experienced crashing. The game won't even launch (black screen CTD). It also seems that when I launch the game, the RendererInfo.txt is completely erased.
Older ENBs seem to still work though (although the performance is terrible, due to older ENBs being unoptimized). So you may want to try that, or the injector version (but that takes a ton more addtional steps to install).
I've settled with simply using HD textures, dynamic weather and dynavision. Pretty much gives the same effect, with the added bonus of being able to enable AA. Looks like this ingame: https://steamcommunity.com/sharedfiles/filedetails/?id=1438745811
Sorry I can't be of more help. But you're definitely not the only one experiencing issues. Boris seems to hate Windows 10 as well, so he has been reluctant update ENB. Ever since the last major update, performance has been horrible for me and ENB even when it was working. :/
