If you teamed up with the FCO modder and worked to make the mod for FO3 then yes. Modding is seriously hard work.

I recently changed Father Elijah and Dean Domino to the FCO textures by using the GECK. It shouldn't be hard to change many of the characters in Fallout 3 though it's going to take a long time. Perhaps this mod should help, thanks.
