You need to sign up to nexusmods, despite it making it look like you have to pay, you actually don't, when you register an account, if you scroll down the registration page there is a free option.
It's quite simple, download the .RAR file (you'll need winRAR to open it) and then put the .ini file and the actual patch executable into the fall out 3 folder in steamapps/common/fallout3.
Then click on the patch executable file, a dialog box will come up asking you which file you want to use it on. Once you've done that, you can open the game and play as normal.
In the first mission where you have to rescue shorty and red, it was crashing whenever I was fighting the supermutants. Since installing that patch I have fought supermutants and had the game running for 220 minutes according to Steam and not one crash!
If this is a bit too long winded for you, I have also read that running the game in windowed mode can solve the issue, as well.
