Agility affects reload speed in Fallout New Vegas. It shouldn't affect the speed of your character though. I think armor affects speed though. Heavy armor can descrease agility and make it more difficult to sneak as well. This is especially evident with stuff like metal armor.
Small guns, sneak
And has the bonus perk of increasing your total action points in vats.
So with small guns yes agility does let you aim a little more accurately at least while vats shooting. But I don’t think t effects real world aim that requires skill on your end.
