Hit enter again, and Dogmeat should pop up right next to you. If it doesn't work, try again, or head to an area that's separated from the one you're in with a loading screen. It's buggy sometimes and needs a little help to work every now and then.
The first command selects him, much as you could if you had line of sight on him and clicked him while the console was up. The second command teleports him to your location.
You can use this set of commands to teleport any NPC to your location, provided you have the reference ID for it which you can usually get by looking up the wiki page for them. Just replace the 6a775 with the reference ID number and it just works. Quite helpful when an NPC wanders off and gets so lost they can't find their way back again.
