While wearing the same armor.
The obvious question now is what ingame factors increase or decrease movement speed?
SPECIAL effects.
S carry weight,
Melee skill
P how far away you spot enemy’s and locations and vats accuracy
Effects the explosives energy weapons and lockpick skills
E effects overall hp rad resistance and heal rate
Big guns and unarmed skills
C chances of passing speech checks
Effects The speech and barter skills
I xp earned per action, skill points per level
Effects repair science and medicine skills
A overall action points total
The sneak and small guns skills.
L better critical hit chance for every shot.
Small chance of increasing effectiveness with all skills by a small amount.
Ever point you put into each special adds a bonus of 2 points (that aren’t shown) whenever the corresponding skills are used making a total of a 20 point bonus like say when you use the speech skill with max charisma.
With the exception of the luck trait which has a random chance to increase all skills effectiveness by roughly half of what you would get investing them into their corresponding traits.
Basically none of the special will effect your movement speed.
So it turns out that there's actually a movement speed penalty if you're carrying too much stuff. Not the permanent walking of over-encumberance, but instead, a slighter slowdown of your speed that makes the running animation play slower.
On the speedier save, I had 230 pounds of gear.
On the slower save, I had 715. In neither of them was I truly over-encumbered.
