Need Help. Free Labor Quest bugged.

I am at the part in the Pitt where you meet Ashur. After my conversation is done with Ashur he gets stuck in a loop saying "dont let me keep you" and he keeps repeating this over and over. The quest objectives are all complete but the quest fails to conclude and it wont give me a new quest. When i talk to sandra she tells me i have to talk to ashur. I never had this issue before and its stalled my progress. Is there anything i can do to unbug this situation or force the progress with console commands without killing ashur and siding with wernher?

This is a known bug. According to game wiki:

"Also, if you choose to side with Ashur and leave the dialogue after he tells you to kill Wernher, he will not interact with you anymore except to say "Find Wernher and put a stop to this" and "don't let me keep you". Sandra will also not talk to you. You can not steal the baby now unless you kill Ashur and Sandra. If you leave Haven to go to Uptown the door is locked and says that it requires a key. You may not be able to leave unless you kidnap the baby. If you run into this bug try the following in the console: resetquest xx00108d and setstage xx00108d 10. This will reset the quest. [verified]"

The xx in those console commands represent the variable two numbers for your own form id, which varies from player to player. It will be two numbers. Bring up the console and click on some pitt character and it will show you their refid at the top of the screen, which should tell you what your 2 numbers are for the xx replacing.
