AP not regenerating or generating up to a certain point.

Recently, my action points won't regenerate or they won't generate all the way, as seen here:

I tried taking drugs to raise my AP, but when I use them it regenerates back to that some point.
If someone could help me with this problem, that would be very much apperaciated.

I just checked. I have no diases or status effects
